New York City Banned AI In Elementary And Middle Schools

NYC schools AI ban students

New York City Mayor Zohran Mamdani announced an immediate one-year ban on generative AI in public elementary and middle schools, covering nearly 600,000 students from pre-kindergarten through eighth grade and making New York City the first major American school system to impose a comprehensive pause on student-facing AI at this scale. The directive, introduced alongside Schools Chancellor Kamar Samuels, requires officials to disable or eliminate the automated components of more than 38 classroom programs that fail to meet updated oversight criteria, and blocks companion chatbots alongside public platforms including ChatGPT across all covered grade levels without exception. High school students will operate under a separate framework, receiving twice-yearly digital literacy classes and supervised access to selected platforms, while teachers may continue using AI tools for lesson planning and administrative tasks but are explicitly prohibited from using them for grading or formal evaluation. The administration also recommended daily screen time limits of 30 minutes for students in grades three through five and 45 minutes for grades six through eight, with specific exceptions built in for English language learners and students with disabilities.

Mamdani framed the decision around a core belief about what schools are actually for. The tech industry, he said, wants us to believe that AI in early education is not only inevitable but necessary. His administration does not see it that way. Schools teach children to question premises and interrogate assumptions, and city officials have an equal duty to apply that same scrutiny to the commercial software being introduced into classrooms. His concern centers on the development of critical thinking and the preservation of direct teacher-pupil relationships in the years when both are most formative. The reasoning connects to research that has drawn significant attention: a major study cited by city officials found a 20 percent decline in exam scores among students who relied heavily on AI tools for schoolwork, a finding that informed the administration's decision to pause and assess before allowing AI further into the classroom for younger children. A newly formed Technology in Schools Coalition will monitor the moratorium's impact over the coming year, with the goal of developing clearer, evidence-based guidelines for what role if any student-facing AI should play in early education when the one-year pause concludes. The administration described the move not as a permanent rejection of technology but as a deliberate decision to make children's development the priority rather than the market's convenience.
